What is a PDMP?
A PDMP, also known as a prescription drug monitoring program, is an electronic database which collects data on dispensed controlled substances. The PDMP is housed by a specific regulatory, administrative or law enforcement agency. A PDMP can provide timely information about prescribing and patient behaviors to health authorities to help curb the epidemic.
What is the purpose of a PDMP?
The PDMP monitors the dispensing of schedule II-IV controlled substances to aid in the prevention of prescription drug misuse and abuse.
What are the benefits of a PDMP?
A PDMP is a tool that may serve several purposes
Informs public health officials and initiatives of substance use and abuse trends
Identifies persons potentially addicted to prescription drugs and aides in intervention and treatment
Identify and prevent drug abuse and misuse
Supports access to legitimate medical use of controlled substances
Jefferson County PDMP History
Jefferson County Health Department, Mercy Jefferson, COMTREA and Jefferson County Drug Prevention Coalition began work in August 2016 to develop an ordinance that would allow our county to join with the St. Louis County Department of Health’s PDMP program.
Missouri is still the only state in the nation that does not have a statewide program in place. In the fall of 2016, St. Louis County Health Department took the lead to create their own PDMP and that opened the opportunity for other counties to join their program. Presentations were made at nine local municipalities in order to gain the approval needed to unite the county under one common ordinance. All nine Municipal Councils unanimously passed resolutions to join a county ordinance.
From the end of 2016 through the spring of 2017, presentations were made to the Jefferson County Council to educate about the dangers of prescription drug abuse and the need for county specific legislation to address the issue at its root causes. On April 24th, 2017, the Jefferson County Council voted against a bill to join the St. Louis County PDMP, citing concerns with privacy and effectiveness. On May 25th the Jefferson County Health Department Board of trustees voted 4-0 to enact an ordinance to establish a Jefferson County PDMP that would join the St. Louis County PDMP along with others. Jefferson County Health Department began providing background data for the PDMP in July of 2017 and data collection for the county began in August of 2017.
